Public Behavior Rules and Regulations

The Floyd Memorial Library is committed to maintaining a safe and welcoming environment for reading, learning, accessing computers, attending meetings, programs, and concerts, and other activities associated with the use of a public library.
These rules are posted and adopted for the comfort and protection of all who use the facilities of this library.

The following ARE NOT permitted on the Library campus:

  • Engaging in conduct that disrupts or interferes with normal operations of the library or that disturbs Library staff or patrons. Such conduct includes, but is not limited to:
  • Harassing or threatening public, staff, volunteers, or vendors (verbally/physically and/or in writing, including electronically)
  • Using loud, abusive, or threatening language or displaying obscene gestures
  • Engaging in sexual conduct, stalking, or lewd behavior, including viewing material of a pornographic nature on personal devices or library computers.
  • Smoking, including vaping, is not permitted in any portion of the building and on library premises, including the garden.
  • Patrons are prohibited from using, transporting, or selling illicit drugs, or possessing controlled substances (without a prescription), alcoholic beverages, fireworks, firearms, or weapons while on library premises. Patrons appearing to be under the influence of drugs and/or alcohol may be asked to leave the premises.
  • Eating and drinking in the library is permitted on a limited basis and should be consumed in a considerate manner. Drinks must be covered and non-alcoholic, and portion sizes should be limited.  Overly scented or greasy foods should be avoided.  No food or drink is permitted around/near the public access computers.
  • Pets are prohibited with the exception of trained service animals. Service animals are defined by the Americans with Disabilities Act as working animals (not pets) that are individually trained to do work or perform tasks/duties for people with

disabilities.  Service animals must be under their handler’s control at all times.  Animals must not demonstrate disruptive, agitated or aggressive behavior, including but not limited to barking, whining, biting, growling, jumping, scratching, leash pulling, sniffing, or any harassment of library staff or patrons.  If a service animal is not compliant with library policy, library staff will request that behavior be controlled by the handler or that the animal be removed from the premises.

  • Sleeping is not permitted anywhere on the premises.
  • Misuse or interference with others’ use of public restrooms, including loitering, laundering, bathing (other than handwashing), personal grooming or other disruptive activities.
  • Selling goods or services or soliciting money, donations, or signatures.
  • Damaging, defacing, or misusing library materials or library property (including furniture). This includes disabling library equipment, changing hardware or software settings on a library computer, or using a library computer for a purpose other than that designated by the library.  
  • Formal meetings or group activities that disrupt library operations are prohibited. Community groups within the library’s service area may request to use a meeting room in accordance with the Meeting Room Use Policy.

Please be advised that:

  • The library is not responsible for personal items that are lost, stolen, or damaged on library property and grounds. Personal items must not be left unattended.  Unattended items may be removed and disposed of by Library staff.  
  • Patrons are not permitted to bring large objects, such as oversized bag(s), shopping carts, or luggage into the library.
  • A patron and their belongings are not permitted to block doorways, aisles, elevators, stairways, ramps, or otherwise interfere with the general flow of traffic in the Library.
  • A person must wear clothing (covering the upper and lower body) and footwear in the library.
  • The library is not responsible for children who are left unattended on library premises. Please see the library’s Safe Child Policy for more information.  Adults without children are not permitted to linger in the children’s or teen spaces.
  • Certain library spaces or collections are restricted to use by staff only. Access to the Local History Room is by appointment and conducted under the supervision of Library staff.
  • There are some library items that cannot be copied because of copyright laws, their condition (fragile or vulnerable materials), or donor restrictions.
  • Media or commercial filming or photography is not allowed on the library’s premises without prior permission from the Library Director. Filming or photography may not disturb/disrupt patrons or library staff.
  • Persons with disabilities may request library staff to provide reasonable accommodations.

Persons that do not observe these rules and regulations may be asked to leave the library, may lose their library access and/or privileges for a day or longer, and may be subject to arrest or other legal action.
